Background of the Study:
The National Human Rights Commission (NHRC) was established in Nigeria to promote and protect human rights in the country. The Commission is tasked with investigating human rights abuses, providing legal aid, and advocating for the enforcement of human rights laws. In Bauchi State, the NHRC's regional office plays an essential role in addressing human rights violations, ranging from police brutality to issues related to freedom of expression and access to justice.

However, despite the NHRC's mandate, concerns persist about its effectiveness in addressing human rights issues at the grassroots level. Factors such as inadequate funding, limited awareness of its activities, and challenges in the enforcement of its recommendations can hinder the Commission’s impact. This study aims to assess the effectiveness of the NHRC in Bauchi, evaluating its performance in promoting human rights protection and addressing violations.

Statement of the Problem:
While the National Human Rights Commission is mandated to protect and promote human rights in Nigeria, its effectiveness in Bauchi, Bauchi State, remains unclear. Challenges related to resource limitations, public awareness, and the enforcement of human rights protections may affect its ability to address human rights violations in the region. This study seeks to evaluate the NHRC's effectiveness in promoting human rights and addressing abuses in Bauchi.

Objectives of the Study:

  1. To evaluate the effectiveness of the National Human Rights Commission in addressing human rights violations in Bauchi, Bauchi State.

  2. To assess the level of public awareness of the NHRC's role and activities in Bauchi.

  3. To propose recommendations for improving the effectiveness of the NHRC in Bauchi.

Research Questions:

  1. How effective is the National Human Rights Commission in addressing human rights violations in Bauchi, Bauchi State?

  2. To what extent are the residents of Bauchi aware of the activities and role of the NHRC?

  3. What measures can be taken to improve the NHRC’s effectiveness in promoting and protecting human rights in Bauchi?

Research Hypotheses:

  1. The National Human Rights Commission is not effectively addressing human rights violations in Bauchi, Bauchi State.

  2. Public awareness of the NHRC's activities is low among the residents of Bauchi.

  3. Improving public awareness and strengthening the NHRC's enforcement mechanisms will enhance its effectiveness in protecting human rights in Bauchi.

Scope and Limitations of the Study:
This study will focus on the effectiveness of the NHRC in addressing human rights violations in Bauchi, Bauchi State. Limitations include challenges in obtaining detailed records of cases handled by the NHRC and potential biases in respondents' perceptions of the Commission's performance.

Definitions of Terms:

  • National Human Rights Commission (NHRC): A government agency tasked with promoting and protecting human rights in Nigeria.

  • Human Rights Violations: Any actions or practices that infringe upon individuals' fundamental rights as recognized by law, such as discrimination, torture, or unfair treatment.

  • Public Awareness: The level of understanding and knowledge that the general population has regarding an issue, in this case, human rights protections and the NHRC’s role.
